No happy with with the current PSP Video 9, they started rewriting the application to make it more extensible and easier to maintain. While Videora IC2 is "something useable" they say it is not for general use. This is alpha software and is intended for techies who want to help fix the bugs.
"We DO NOT recommend using this version for your daily conversion needs as it has not been tested as thoroughly as 1.74 and has fewer features like no language support and no installer." The team highly recommends PSP Video 9 1.74 for day to day PSP Video Conversion. While you can download both of them here remember we told you the Videora IC2 Alpha version is for bug evaluation ONLY.
