DrawingBMP allows you to create colour drawings and save them into 256,16 or Monochrome bitmap files. You can also load a 256,16 or 2 colour bitmap file and view/edit it. The program has pen width/style and colour options. The 24-Bit -> 8-Bit bitmap conversion from the libraries originally created by Ephraim Cohen.
