You can take a picture of yourself with your phone's camera, select one of nine hairstyles, customize the hair color, and then manipulate your new hair with a variety of gestures. You can drag it, rotate it, and pinch/stretch it in either dimension individually or both simultaneously.
Optionally save the result to your pictures library, which gives you a variety of options for sharing the photo with others.
